The services of AICSI in the fields of privatization cover the whole range of the process starting from the evaluation of success conditions to the setting up of a new market based production system.
AICSI accomplishes services in the privatization field with associated industrial firms, banks, services companies and institutional bodies.
In this way AICSI is in a position to face different aspects of a privatization process and, in addition, to support local development, activating co-operation and/or financing projects.
In particular, the AICSI approach is based on the following project scheme:

situation analysis

In a situation of high uncertainty it is of primary importance to set up potentialities and risks in order to start an effective privatization process.
Situation analysis is aimed at defining:

  • the actual characteristics of the economic and industrial system
  • the state of art and of technology of the industrial sector
  • the industrial culture
  • the actual market for national industrial system
  • the labor market
    the risk for the privatization plan in terms of political environment, banks and finance system, social constraints, legal system, aggressiveness of western enterprises

industrial restructuring system

The industrial restructuring system has as its first objective the definition of companies, which may be restructured on the basis of the selection diagnostic phase (see following scheme 4).
The restructuring approach of AICSI is developed in three directions:

  • cultural restructuring in order to tune the managerial and working approach according to a western managerial style
  • industrial restructuring of plants in order to align productivity, quality and performance with the average levels in the market
  • developing of alternative entrepreneurial activities in order to reduce unemployment caused by system re-adjusting

co-operation channels

Assistance to local and foreign enterprises in order to allow them to set up co-operation/joint ventures agreements
In this sense this kind of activity envisages the promotion of twinning projects to enhance co-operation with western companies
This activity involves the establishment of information channels between the involved country and industrial countries (databanks, periodic meetings, exhibitions)

enterprise creation

Enterprise creation is aimed at analyzing all the possible niches of activity not considered in a central based economy (mainly those related to handicraft, tourism, services, small/micro enterprises)
Enterprise creation involves the following phases of intervention:

  • information on opportunities and difficulties related to the setting up of a new enterprise
  • selection of people with the right entrepreneurial vocation
  • training/assistance to selected people in order to develop business ideas and plans
  • assistance in access to credit
  • tutoring of start up phases of new activities


Re-qualification of people is a fundamental step in up-grading skills of workers in order for them to absorb the quality/performance philosophy of competitive enterprises.
Training lines of intervention are also devoted to progressively approach the European culture through:

  • trans-cultural training
  • managerial training based on European models
  • learning by doing
  • learning by interacting


Creation of a services network is a necessary action toward the strengthening of the production system.
Services to enterprises include:

  • consulting on quality and productivity themes
